Rochester, N.Y. – The Rochester Police Locust Club is suing over a referendum proposal which could lead to the creation of a Police Accountability Board in Rochester.

The Locust Club says the referendum, which is set to appear on the November ballot, violates City Charter rules, civil service laws and the New York State Constitution. The plaintiffs also allege the law goes against the terms set in a collective bargaining agreement between the Locust Club and the city.
